With more than 30 participants attending the final module, the event once again confirmed the strong dedication, responsibility, and engagement of this first generation of officers who are actively contributing to building a safer sporting environment for children and young people.

Focus on Policies, Reporting Mechanisms and Partnerships

The final module focused on strengthening institutional frameworks and equipping participants with practical tools for implementation within their respective sport organisations. The agenda covered:

  • Policies and procedures for safeguarding children in sport
  • Reporting mechanisms and case management procedures
  • Establishing partnerships and intersectoral cooperation

The programme was delivered by Associate Professor Zrinka Greblo Jurakić, member of the Council of Europe Safe Sport expert team, and Matea Horvat, Child Safeguarding Officer of the Croatian Olympic Committee, in line with the official Module 3 agenda.

Particular emphasis was placed on the practical application of safeguarding procedures, clear step-by-step guidance in case of concerns, and the importance of collaboration with relevant national stakeholders.

First Generation – Foundation of a Sustainable CSO Network

Through the three educational modules, participants completed a comprehensive training programme developed within WP3 – Education and Training Framework, aimed at defining training standards and establishing a sustainable education model for Child Safeguarding Officers.

The presence of over 30 participants at the final module highlights the recognition of safeguarding as a priority within the national sport system. Their consistent participation throughout all three modules demonstrates a serious commitment to the CSO role and readiness to take responsibility within their respective National Federations and sport organisations.

Certificates were awarded to participants who successfully completed all three modules, symbolically marking the conclusion of the pilot education phase.

Moving Towards a Sustainable Safeguarding System

The educational cycle represents a concrete step towards achieving the broader objectives of the GUARD project – to support the development of structured child safeguarding systems within sport organisations at national and European levels.

By establishing a network of trained CSOs, developing clear procedures, and fostering transnational cooperation among National Olympic Committees, the project lays the groundwork for long-term sustainability and lasting impact in the field of integrity and child protection in sport.

With the completion of Module 3, the journey does not end — it enters a new phase of practical implementation. The first generation of Child Safeguarding Officers now plays a crucial role in further strengthening a culture of safety, accountability, and child-centred values within sport.
